Vocational Rehabilitation and Blind Services (VRBS) contracts with school districts to deliver Pre-Employment Transition Services (Pre-ETS) in high schools. These funds do not replace or reduce the school’s obligation to provide transition services as part of the IDEA.

How to Start a School Contract

 

Pre-ETS School Contract Process

Step 1: Review the Guidance

  • Read the “Steps to Develop a Pre-ETS Contract” document to understand the process.

Step 2: Connect with Your Pre-ETS Specialist

  • Contact your local Pre-ETS Specialist to discuss your school’s transition goals and student needs.

Step 3: Complete the Scope of Work Plan

  • Outline the Pre-Employment Transition Services (Pre-ETS) your school will provide.
  • Focus on enhancing your current transition services—consider:
    • New curriculum or projects
    • Expanding work experience sites
    • Increasing pre-employment training options

Step 4: Submit Contract Documents

  • Send the following to your Pre-ETS Specialist:
    • Scope of Work Plan
    • Contractor Information Request Form
    • Insurance Verification (Workers’ Comp, General Liability, Auto, Cyber)

Step 5: Contract Approval

  • Once approved, you’ll receive an invite from the State of Montana TCM (eMACS) system to register.
  • The contract will be signed via DocuSign.
  • After execution, begin collecting Student Request Forms and share the “Pre-ETS Information Letter” with families.

Step 6: Implement Services & Reporting

  • Follow the “Pre-ETS Implementation Guide for Schools” to:
    • Administer Transition Planning Tool (TPT) pre- and post-surveys
    • Deliver approved Pre-ETS services to eligible students
    • Track services provided each quarter
  • Submit Quarterly Reports & Invoices:
    • Document services provided to each student
    • Submit reports and invoices within 15 days after each quarter ends (or by June 15 for the final quarter)
    • Receive Pre-ETS funding for services provided
