The Montana Early Childhood Advisory Council provides leadership and advocacy assuring access to quality early childhood and school-age care and education for all children, their families and their communities.

- Quality early care and education strengthens children, families and communities.
- Early Care and Education is a need in all Montana communities.
- Every family has equal access to affordable, quality child care that is appropriate for their needs.
- Some families need assistance in paying for child care.
- Child care regulations and training promote quality.
- Cultural diversity is respected.
- Early care and education services need to be linked for maximum effectiveness.
- Early care and education is a profession.
- Care cannot be separated from education.
