On July 21, 2006, the Montana Department of Public Health and Human Services (DPHHS) submitted an 1115 Medicaid waiver application to the Centers for Medicare and Medicaid Services (CMS) for approval.
The waiver, also known as a Health Insurance Flexibility and Accountability (HIFA) Waiver, will allow Montana flexibility in providing health-care coverage to several thousand uninsured low-income Montanans. DPHHS proposes to use federal Medicaid matching dollars through the Medicaid waiver authority to finance a mental health services program that is currently funded with state money. The state's savings would then be reinvested to provide Medicaid-funded healthcare benefits to several thousand low-income Montanans who are currently uninsured. The target date for implementing this waiver is July 2007.
