Disability Services Division
Goals & Objectives for 2009 Biennium

The mission of the Disability Services Division is to provide services that assist Montanans with disabilities to live, work, and participate in their communities.

Vocational Rehabilitation Program

Goals:

  • Place 900 individuals into employment during each year of the biennium.
  • Percentage of individuals who are significantly disabled at closure = 78 percent.

Benchmark:

The Vocational Rehabilitation Program measures these goals by periodically reviewing federal reporting documents to insure satisfactory progress in meeting these goals.  Our annual report to the Governor documents our progress in each of these areas.

Developmental Disabilities Program

Goals:

  • Serve 4,150 Montanans with developmental disabilities during each year of the biennium.
  • Reduce the DD waiting list by at least 25 people in each year of the biennium.

Benchmark:

The Developmental Disabilities Program will continue to bring more eligible individuals into the Home and Community Services Waiver and will continue refining our service delivery system to include a transparent rate system, as well as choice and portability.  This will be carefully monitored through our monthly, quarterly, and year-end reports.

Montana Developmental Center

Goals: 

  • Continue to move individuals from MDC to community-based services, including about 17 more individuals who require total or near total care.
  • Continue to maintain Medicaid and ICFDD certification by successfully completing annual reviews in each year of the biennium.

Benchmark:

The goals for the Montana Developmental Center are measured by reviewing the average daily population, numbers of discharges and court commitments to the facility, and the numbers referred and placed in community settings across the state.

Disability Determination Bureau

Goals:

  • Process disability claims at a 96 percent accuracy rate.
  • Achieve a ranking in the top 20 percent of states for accuracy.
  • Have no more than 1,440 initial claims pending at the end of each fiscal year.

 

Benchmark:

These goals will be measured by our federal reporting requirements, which are done each year.  We will review on a quarterly basis, progress toward these goals with a final report being submitted to the Social Security Administration and the DPHHS Director at the end of each fiscal year.

Montana Telecommunications Access Program

Goal:

  • Provide 281,983 telephone relay minutes in FY 2008 and 501,422 telephone relay minutes in FY 2009.  The estimated increase from FY 2008 to FY 2009 reflects an anticipated federal government mandate that states pay for Video Relay Service (VRS) and IP Relay.
