Online PreHospital Information – Licensing

OPHI-L is deployed and all EMS services are required to utilize the OPHI-L system. OPHI-L is an electronic web based licensing system; which will not only help us manage EMS Service license information more efficiently, it will also allow services to view and update their information at any time. OPHI-L packets have been mailed out to all services which include a manual to assist in completing the application and login information. If you are a service manager and have not received your OPHI-L packet please contact mhill@mt.gov (Mary Hill) and she will get you the information. The manual is available on PDF if interested. Services will have until the end of June to complete the application process.
If you have any problems or find bugs, please contact us immediately so that these issues can be resolved. This is ‘version 1.0' of this application and we currently have plans to add optional functionalities such as inventory, maintenance, and training records in future versions. Please contact us if you have ideas or suggestions for improvement or other functionalities which may be useful.

The
Department is legislatively mandated to license and regulate EMS
services. While some information is collected in a old DOS-based,
AREV application, most of this information is currently paper-based.
This module will allow EMS services to license and re-license electronically
on a web-based system. Regulatory information including inspections,
license activity and complaints will also be electronic. The licensing
and inspection components will also be tablet-based, enabling information
collected in the field to be easily downloaded in the server product.
Other office paper-based functions will also
be converted to electronic processes including:
AED Agencies Module - A module to enable electronic registration of AED services to help
track information on these agencies and to begin tracking AED use
and efficacy.
Unprotected Exposure
Officers Module - A module
to track Unprotected Exposure Officers enabling EMS services and
hospitals to better meet regulatory requirements for reporting unprotected
exposures and notifying affected responders.
Trauma Register - data
collection for larger hospitals is currently done with a commercial
product. In order to effectively collect basic information about
trauma patients from smaller facilities, a web-based data entry page
will be made available.
Relationship / Integration With Other Modules:
- This module links with the Department of Labor
database to verify service rosters and will only allow licensed
persons to enter patient care records.
- Integrates with Education Management
System
- This module collects information about vehicles
and services which can be used in the Resource and Disaster Status
module.
- Integrates with the System Tracking module.
