Originally established in 1997, the council helps the Department of Public Health and Human Services to implement, maintain, and evaluate the effectiveness of the state's early care and education programs, including the State's Best Beginnings quality child-care initiatives, the child-care scholarship program, Head Start/State Collaboration efforts, and the Montana Early Childhood Comprehensive Systems efforts.
Through its leadership and advocacy, the council helps to ensure access to quality care for school-aged children, preschool children, and their families and communities.
The council meets three times a year and includes representation from a wide spectrum of individuals involved in early care and education, including parents; child-care providers; local, state and tribal officials; educators; health care providers; and advocates for low-income Montanans.
